The Civil Aviation Administration of China (CAAC)recently issued Management Measures for the Filing of Non-profit operational General Aviation, which will come into effect on October 1, 2022. The Management Measures further simplify the pre-filing procedures for non-profit general aviation, and at the same time strengthen the supervision of the above activities to ensure safe operation.
The Management Measures reduce the burden and lower the threshold again for most aviation enthusiasts and enterprise units that carry out non-profit general aviation activities. For example, the use of ultralight aircraft specified in the General Operating and Flight Rules of the Civil Aviation Regulations does not require a nationality registration certificate and an airworthiness certificate. While the early non-profit general aviation registration system had a high threshold, especially the supporting policies for the use of ultra-light aircraft to engage in non-profitable activities were insufficient, making it difficult for aviation enthusiasts to fly.
The “14th Five-Year Plan for the Development of General Aviation” recently triggered by the Civil Aviation Administration of China pointed out that general aviation is the key to promoting the development of strategic emerging industries, emphasizing the importance of China’s general aviation development. However, the development of non-profit general aviation is relatively slow compared to that of general aviation. Statistics show that there are 46 non-profit general aviation activities in the country, most of which are aircraft manufacturing units, aviation training schools, and public service organizations. The relevant person in charge of the Department of Transport, CAAC, said that after the adjustment of the relevant system, the original “Regulations on the Registration and Administration of Non-profitable General Aviation” is no longer suitable for the needs of the current development of general aviation. To develop the non-profit general aviation market, the Management Measures have greatly simplified and reduced the filing requirements for non-profit general aviation. By simplifying management, great stimulation of market vitality is expected.
Many industry insiders believe that the new management measures can benefit the safety of civilian flight activities, so that enthusiasts no longer risk “flying black” and can fly legally and compliantly within the scope permitted by laws and regulations, there is no need to risk “black flight”. In the long run, the Management Measures can better promote and experience flight culture for civilian enthusiasts, and stimulate the passion and confidence of civil aviation enthusiasts. It is believed that in the future, consumers will be optimistic about the economic environment, which will better promote the development of recreational flying in China.
