Aviation Concepts Technical Services Incorporated (ACTSI) is a premier business aviation Maintenance, Repair, and Overhaul (MRO) and corporate jet service provider. The company operates a business aviation hangar at Subic Bay International Airport in the Philippines and is an authorised warranty repair facility for Gulfstream Aerospace’s business jets as well as holding international approvals from the FAA and regulators in the Cayman Islands, San Marino, Bermuda, Qatar, Isle of Man and Philippines.
Following its acquisition of the former FedEx facility at Subic Bay Airport in 2018, ACTSI inherited an 18,000-square-meter site and adopted a strategic, phased growth approach. The company initially focused on developing Hangar A and its core support facilities, including component shops, NDT (NonDestructive Testing), batteries, sheet metal, parts and stores, offices, training rooms, and customer amenities, to build credibility and secure long-term maintenance partnerships.
As demand steadily grew, ACTSI reached its parking capacity by 2024, prompting the launch of a second expansion phase. In Jun 2026, the company opened a new 7,000-square-meter hangar, increasing total hangar space to 12,600 square meters. Beyond expanding capacity, the new facility strengthens operational flexibility, enhances aircraft security, and enables ACTSI to support multiple maintenance projects simultaneously. This expansion further elevates ACTSI’s standing as a regional aviation maintenance hub, enhancing its capability to deliver world-class MRO services and support a growing portfolio of international operators across the Asia-Pacific region.
TJ Trinidad, President of ACTSI, says that
“being able to offer this type of infrastructure to new customers, coupled with quality maintenance service, aligns with our philosophy to offer service excellence with a personal touch to our customers”.
As an independent MRO, ACTSI is able to offer a responsive and tailored experience while maintaining the highest standards of quality and service that aircraft owners and operators value. ACTSI is also exploring how the company is positioning itself within the broader Asia-Pacific business aviation landscape, especially whilst seeing operators choose to bring aircraft to the Philippines specifically for parking and maintenance at Subic Bay. According to Trinidad, 85.0% of its customers are from the Asia-Pacific region and while cost competitiveness is certainly a factor, customers increasingly value the combination of capabilities, shorter lead times, and personalized support that it provides. ACTSI also holds Civil Aviation Authority of the Philippines (CAAP) approvals that cover its King Air B200/B300 offerings in the Philippine’s, with the King Air market in the Philippines being one of the largest in Asia.
Trinidad says that although its hangar space might be fixed, its strategic location in Subic Bay Airport gives it a distinct advantage. Before the expansion, the core issue was constraint – specifically, the number and size of aircraft that could be accommodated simultaneously in the hangar. In practice, every hangar slot represents a revenue opportunity. When slots are limited, ACTSI’s ability to accept new work is also limited, not because demand is absent, but because the operational envelope for aircraft intake is capped.
With the new hangar now operational, ACTSI is able to accommodate simultaneous aircraft inspections as well support larger and more complex maintenance events and improve scheduling flexibility. All these enhance ACTSI’s ability to respond to customer requirements without compromising service quality. As with increased hangar capacity, the expansion changes that dynamic.
Given the sufficient space available in Subic Bay, Trinidad says that there is potential for future expansion, as the current site can support additional hangar development if needed. This flexibility can position ACTSI to adapt to evolving market demands, whether that means accommodating more aircraft or diversifying its services. Trinidad says, “By creating more room for growth before growth arrives, the expansion is a foundational investment that supports ACTSI’s next phase.” ACTSI has the necessary infrastructure required to execute its next five to ten years of growth while remaining true to the quality-focused and customer-centric culture that defines ACTSI.
ACTSI’s goal is to scale its maintenance operations. It currently supports various aircraft types, including Bombardier, Gulfstream, and Textron. The plan is to broaden its approvals and certifications, such as Dassault or Airbus, enabling it to service a wider range of aircraft and support more OEMs. By expanding its capabilities, ACTSI aims to become a regional hub for aircraft maintenance, supporting not only local but also international clients efficiently and to the highest standards.
Looking ahead, Trinidad envisions ACTSI establishing a legacy of reliability, consistency, and personalised service. Its strategic objective is to fill the new hangar capacity and develop a reputation for high-quality maintenance and support services in the industry. The company seeks to be recognised as a trusted partner, providing bespoke services that operators can depend on, especially in a competitive and fast-evolving regional market. Trinidad says, “Over the next five years, I want this facility to create opportunities – most importantly for our employees, for our customers, and for the aviation industry. It should enable us to support the next generation of business aircraft, attract new international operators, and contribute to the development of Filipino aerospace talent.”
By examining the broader business aviation landscape in the region, it becomes clear that the new airports and aviation infrastructure developing around Greater Manila present a significant opportunity for the company – so long as it positions itself effectively. Trinidad notes, “Most people assume that more airports mean more competition. But for an MRO operator, more airports usually mean more movements, aircraft activity, including business jets, and ultimately more maintenance demand. As mentioned previously, creating room for growth before growth arrives is crucial.”
In particular, the region faces a shortage of quality hangar capacity for both business and commercial aircraft. The recent expansion places the company in a strong position to capitalise on the expected growth. Ultimately, the issue is not whether there will be enough aircraft, but which provider has the right infrastructure, certifications, and maintenance workforce to capture that demand.
ACTSI will continue to invest in infrastructure, staff training, and industry certifications to deliver consistent, personalised service to the highest standards. Its recent expansion in Subic Bay is a key step toward becoming a regional leader in business aviation support, with modern facilities, a client-focused approach, and a strategic location across Asia-Pacific.
