Mr. Kelly began his aviation career in 1994 as an aircraft technician and graduated from the Technical University of the Netherlands in 1995 with a Bachelor’s title in Aeronautical Engineering. He worked in the Engineering Department of a local airline before transitioning to the DCA in 1997 as an Aviation Safety Inspector. He became a unit manager of the Department in 2015.

Mr. Kelly is also specialized in Aircraft Accident Investigation and Aircraft Registration. Mr. Kelly participated in in the Kingdom of the Netherlands 2008 ICAO USOAP audit team, supporting international aviation safety and regulatory compliance efforts.
